Biographical Information

Judge Gardner served as a judge in the Eastern District of Pennsylvania from 2002 until his death in April, 2017. He was nominated by President George W. Bush and confirmed by the United States Senate on October 2, 2002. Prior to his taking the seat in the District Court, Judge Gardner was a judge on the Court of Common Pleas of Lehigh County from 1981 to 2002, serving as President Judge from 1997 to 2001. Judge Gardner served the District Court from his chambers and courtroom in the Edward N. Cahn U.S. Courthouse and Federal Building in Allentown.

The Honorable Norma L. Shapiro
The Honorable Norma L. Shapiro

Biographical Information

Judge Shapiro was born on July 27, 1928, in Philadelphia, Pennsylvania. She received a B.A. from the University of Michigan in 1948, and a J.D. from the University of Pennsylvania in 1951. Prior to her appointment to the bench, Judge Shapiro was in private practice in Philadelphia. Judge Shapiro was appointed to the United States District Court for the Eastern District of Pennsylvania in 1978.

The Honorable Edmund V. Ludwig
The Honorable Edmund V. Ludwig

Biographical Information

Judge Ludwig was born in 1928. He received an A.B. in 1949 from Harvard College and an LL.B. in 1952 from Harvard Law School. Judge Ludwig was admitted to practice in Pennsylvania in 1953. He was a member of the Army Judge Advocate General's Corps from 1953 to 1956 and served in Korea. He was in private practice in Philadelphia from 1956 to 1959 and in Doylestown from 1959 to 1968. From 1968 to 1985, he was a Judge of the Court of Common Pleas of Bucks County. Judge Ludwig was appointed to the United States District Court for the Eastern District of Pennsylvania on October 17, 1985.
